A strategy to double the per capita income of Brazil in 15 years ?

When the return to Brazil to develop at an accelerated catching up and perform ? Document prepared by FIESP believes it is possible to double the per capita income in fifteen years. Is this too ambitious ? Why Brazil has been de-industrializing ? The culprits are lack of savings , or the lack of investment in infrastructure , technology or science , or education? Or are these " faults " that have always existed , but did not hamper its rapid development , and we must confront and solve new problems not yet solved that emerged after the stabilization of high inflation in 1994 ?

The international integration of the countries is taking place increasingly through the integration of production chains . But for this to occur it is necessary , on the one hand , the tariffs are low, and on the other , that the exchange rate fluctuates around the industrial equilibrium , one that enables the competent companies . Now , the overvalued exchange rate that occurs in Brazil comes nullifying the tariffs and even making them negative . What to do about the problem ? Lead other countries to appreciate their currencies , or Brazil try to fix its exchange rate to be able to double its growth in 15 years ?
